Opening PCS in IE fails - Norwegian language setting in IE is root cause
When opening browsing to cloud.oracle.com > logging in > opening PCS instance with url: https://cloud_domain.process.em2.oraclecloud.com/bpm/workspace
When internet explorer's language setting is set to Norwegian, the IE session keeps loading and redirects to: https:///cloud_domain.process.em2.oraclecloud.com/bpm/workspace/faces/helppages/errorPage.jspx
When the IE language is changed in settings to English as first language (see screenshot) and log in again the PCS pages load without any issue.

The issue can be reproduced at will with the following steps:
1. In IE11 change the default language to Norwegian
2. Try to access PCS
3. The IE session keeps loading and redirects to: https:///cloud_domain.process.em2.oraclecloud.com/bpm/workspace/faces/helppages/errorPage.jspx
