HTTP Response '401: Unauthorized' is Received to B2B partner when Calling FA Webservice

While performing an Invoice Dispatch, the B2B third party system is receiving this error:
HTTP response '401: Unauthorized' when communicating with https://<POD>/soa-infra/services/default/CmkCollaborationMessagingOAGIS10InboundComposite/CollaborationMessageService
The service account username, password and roles have been verified.
The issue can be reproduced at will with the following steps:
1. Dispatch an Invoice in Fusion Applications.
