Why does the system allow me to disburse more than current balance?
The issue can be reproduced at will with the following steps:
1. Navigate to Person Management Manage Absences Records.
2. From Disburse Balance greater than available balance from Accrual Plans > Enrollments and Adjustments > Disburse Balance.
