User Information is Not Available in Content and Experience Cloud Service (Doc ID 2317383.1)

Goal

Users have noticed a display change in Oracle Content and Experience Cloud Service after the recent update to version 17.4.1 (October 6, 2017).  Some users are finding that:

  1.  Users cannot see what access people have to each folder.
  2.  Users cannot see the access level they have for a given folder.
  3.  Users do not know who the owner/manager is of a given folder and need this for ensuring that the folders are managed.
  4.  Users can no longer add new members permanently, all are on a temporary time frame.
