Error: "Unable to Connect to the Database" When Attempting to Login to P6 Professional for Cloud Connect Using SAML/SSO Authentication

When attempting to connect to an EPPM database and login to P6 Professional, the following error occurs:
Unable to connect to the database. Please run the Database Configuration tool or contact your administrator.
The issue can be reproduced at will with the following steps:
- Launch P6 Professional and login via P6ProCloudConnect with SAML/SSO authentication.
- View error.
