Territory Line Of Business values not visible when enabled

On : 11.12.1.0.0 version, Territory Management, Quotas

ACTUAL BEHAVIOR
---------------
R12 Territory Line of Business

Territory line of business is displaying only the values that are selected. Values that are not selected are not getting displayed in the drop down.

Looks like the issue started happening after the latest patch update in R12.

EXPECTED BEHAVIOR
-----------------------
Should be able to edit and select additional values

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new territory
2. Select line of business
3. IF there are more than one value displayed in the choice list, select one value.
4. Click save and close.
5. Open the territory again by clicking the button edit territory details.
6. verify the line of business choice list. only the values selected will be displayed.
