Visibility of All Survivorship Rules when user is in a Sandbox

Symptoms

User is not able to see all Survivorship Rules from Setup and Maintenance -> Manage Survivorship Rules -> Search even though they have Sales Administrator and/or Application Implementation Consultant role.
