Added Territory Not Showing Up Under Proposal

While trying to set up Territories for the first time, after creating a territory proposal and trying to create the Root Territory, the territory does not appear in the Proposal.
If a search is made for it after creation, it can be found in the Search Results, as the column "Added to Proposal" shows a value of 'Yes'.
However, the new Territory does not appear in the list of Territories on the main Territory Proposal page.
As per research, if the proposal is activated, the Root Territory is created and set as the root, and any subsequent proposals include the Root Territory.
The question is, why did the Root Territory not appear in the proposal after it was created but before the proposal was activated? Is this expected behavior when creating a Root Territory?
