Some Users Unable To See Account Hierarchy

Symptoms

On : 11.12.1.0.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR

Some users unable to see account hierarchy

EXPECTED BEHAVIOR
-----------------------
Expect this user to have the same access as other users.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud
2. Navigate to SUI > Sales > Accounts
3. Search and Edit account
4. Switch to the Profile tab.
5. Click the "Manage Account Hierarchy" link
6. User 1 can see the hierarchy in graphical view and list view; user 2 cannot see the hierarchy in graphical view ("No data to display") and sees many accounts in list view

The issue has the following business impact:
Due to this issue, user is not able to manage account hierarchy and add a child account.
