Email body generated is blank when Object workflow is invoked by a specific user.

EXPECTED BEHAVIOR

Email body generated must have the content for user

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Log into OSC
Setup the object workflow

User: ABCD approves an approval management record

the email being sent out to the submitter of that approval is blank
