Upgrade R12 - Add Field In Advanced Search is unable to scroll

Symptoms

After upgrade R12 - Add field in advanced search MPM

When trying to add a field in an advanced search this makes the list appear higher and does not let you view the fields, this is happening with all objects.

All lists are displaying this error, either a list with many items or a list with only 2 values, either in advanced search or in the application composer, both for common and for sales.

Issue is in these STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Account-->Advanced search-->click Add fields button--->list displayed in top of the home page and unable to scroll down to check rest of the fields
2. Navigate to Contact-->Advanced search-->click Add fields button--->list displayed in top of the home page and unable to scroll down to check rest of the fields
3. Navigate to Application composer-->edit any custom DCL field--->in the Data filter-->click Add Search field--->list displayed in top of the home page and unable to scroll down to check rest of the fields
