Symptoms

On :  11.13.22.04.0 version, Global Payroll

ACTUAL BEHAVIOR  
---------------
Unable to see the "Submit" button on any Payroll Flows

EXPECTED BEHAVIOR
-----------------------
The "Submit" button has to be present

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to My Client Groups > Payroll > click Submit a Flow
2. Select an (LDG) Legislative Data Group > search for a Payroll flow and click on it
3. Observe "Submit" button is not available even after entering all the mandatory flow parameters
