After Logging in to P6 Professional the P6 Splash Screen Hangs for 20-30 Minutes, Then Error "TCVirtualTable.ExistInDB: Table=(User Session), SQL=(), Exception=()" Is Displayed

Information in this document applies to any platform.
When logging in to P6 Professional Cloud, data and tables load initially but then the P6 Professional splash screen hangs for 20-30 minutes, then the following error is displayed:
TCVirtualTable.ExistInDB: table=(User Session), sql=(), Exception=()
The issue can be reproduced at will with the following steps:
1. Login to P6 Professional.
2. A "Loading Data" progress bar displays briefly.
3. The P6 splash screen hangs for 20-30 minutes.
4. View reported error.
This issue may also occur in a P6 Professional Standalone environment, but without the error. The condition is that the splash screen will hang for 3-5 minutes, which the customer may report as a performance issue.
