Unable to connect to Sales Cloud from Excel Macro File

Unable to connect to the server at this time. Please try again later.

The issue can be reproduced at will with the following steps:
1. Download R13_Sales_User_Import_Macro_Jul_2017.xlsm ( Oracle Sales Cloud: Getting Started with Your Implementation: Quick Import Macros (Doc ID 2229503.1) )
2. Open the macro file
3. Switch to RoleDetails tab
4. Click Populate Roles from Server button
5. Enter the host, username, and password
6. Click Submit button
7. Error occurs:

The issue has the following business impact:
Due to this issue, cannot use macro file.
