PERCENT SPENT REVENUE METHOD NOT WORKING BASED ON EFFORTS

We have created a project & associated it to a contract.

Contract has "Percent Complete" Bill Plan and "Percent Spent" Revenue Plan.
Note that the invoice & revenue recognition is purely based on EFFORT basis and not on COST basis.
We created expenditure item by entering quantity in hours & raw cost as ZERO.
We performed project summarization process.
In Project Progress tab, the the actual efforts got populated against the baselined planned efforts.
Also we noticed that the Percent Complete & Percent Spent column got populated with appropriate values.
After publishing the progress, from contract page we performed 'Track Completion' & then generated Invoice.
Verified that the invoice got created successfully.
Now, we generated revenue & noticed that the revenue distribution lines were not generated.
The output report shows a message as "The event was not created because the ITD actual cost was zero."
The Percent Spent Revenue plan is not working based on EFFORTS.
But Percent Complete Invoice is working fine based on EFFORTS.
