Rel 13 : Standard Cost Import Error Using Spreadsheet

Information in this document applies to any platform.
When attempting to create standard costs using spreadsheet
the following error occurs.
An application error occurred.See the incident log for more information.
An application error has occurred.Your help desk can use the following information to obtain a more detailed description of this incident;174, Server Domain:FADomain,Server Instance: UIServer_1,Application Name:ORA_FSCM_UIAPP
The issue can be reproduced at will with the following steps:
1.Login into Fusion Applications
2.Navigate > Cost Accounting
3.Manage Cost Scenarios
4.Search for Scenario <Scenario Name>
5.Click on Actions > Manage Standard Costs
6.Create Standard Costs in Spreadsheet
7.ADFDI spreadsheet is opened
8.enter the username password
9.Now click on Scenario Column
10.Search for Cost Scenario and select <Scenario Name>
