Open Target Period List Does Not Show All Available Periods (Doc ID 2320788.1)

Symptoms

On :  11.12.1.0.0 version, Close Accounting Period-Close Ledgers

ACTUAL BEHAVIOR

When trying to Open a Period, the Open Target Period List does not show all available periods and the list is ordered descending order, making impossible to select the next period that needs to be open. For this customer, they have created in the system 47 years of accounting periods ( 2017 to 2064).  As a workaround, the user was able to Open the Next Period from the Manage Manage Accounting Periods just highlighting the Ledger and using the Open Next Period Button or Action.

EXPECTED BEHAVIOR

The user should be able to Search the Period, type it or the list should be order in ascending order to allow the next period selection.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have 47 years of GL calendar periods in the system with a Monthly Calendar.
2. Have the next period as Never Opened.
3. Try to Open the Period (Navigator > Period Close > Task > Manage Accounting Period > Edit the Ledger > Edit Accounting Period Status > Actions >  Open Target Period.
