Unable to process life event

Attempting to process new hire and the life event and element may have a miss match issue. Current SR's have been created regarding this and marked as data fix but does not identify where to correct the data. Does this lie with the person or the element? How to correct data or identify this issue root cause.

The identifier 300000038814026 for the payroll relationship, employment terms, or assignment passed to the entry level ID parameter is invalid. (PAY-1635919)
The employment level ID included with the entry for the NF Basic LIfe TB element must be a valid ID number for the employment level indicated. The employment level must also match the employment level at which entries can be crated for this element. For example, you cannot use tan assignment ID to create a terms level entry, and the assignment ID submitted must be valid

The issue can be reproduced at will with the following steps:
1. Hire employee
2. Benefits Administration > enrollment > Search Employee Record
3. Process life event for employee.
4. Error is thrown.
