Activation takes around 40 minutes and fails

Deployed an orchestrated integration between an on premise Agile 9 instance and an PDH cloud instance. On Premise connectivity is established using the Connectvity agent and the File Adapter. Connectivity to the Cloud PDH instance is established using the SOAP Adapter. The integration itself uses the file Adapter to read an XML file generated by Agile 9 on premise. When trying to activate the integration it takes around 40 minutes until the activation dialog box is closing. Error message is not visible in Browser window.
Only thing that is visible is the warning triangle and the activation switch is not turned on.
