During Conversions Inventory Transactions Could Not Be Costed Because Perpetual Average Cost Was Not Found (Doc ID 2321856.1)

After migrating inventory and receiving transactions from legacy systems to Oracle Cloud, while attempting to cost the transactions by running the "Create Cost Accounting Distribution", the following error occurs.

The outgoing inventory transaction could not be costed because a perpetual average cost was not found

The issue can be reproduced at will with the following steps:
1. Warehouse Operations -> Review Completed Transactions,
2. Costing -> Receipt Accounting -> Review Receipts Accounting Distribution,
3. Not all PO Receipt transaction were costed.
4. Review the Cost organization to inventory organization relationship find the effective start date was set to date following dates the transactions were imported.
