Cannot delete/copy password Files for the databases when those files are in asm (Doc ID 2322340.1)

Symptoms

Copying password files is required sometimes, and one such example is copying the password file from a primary database to a standby database.

Copied password files has the permission of 600 instead of 644 and is owned by the GI user, and in an environment that has the role separation for GI/asm and database,
the dba who does not have the grid access can not read or delete the copied password.

$ asmcmd --privilege sysdba pwdelete --dbuniquename l6490868

OPW-00014: Could not delete password file +DATA1/L6490868/l6490868pw.

ASMCMD-9462: could not delete password file
