Symptoms

You're attempting to login to ARCS but the following error appears: "com.hyperion.css.CSSUserNotProvisionedException EPMCSS-01413: Failed to get user. User joe@<host>.com not provisioned for application FCC:FCCApp. No action required".  The user has the proper provisioning in ARCS.
