"View Image" Very Slow Or Not Working At All

Navigator > Billing > Manage Transactions
Search for Invoice:
View Image
A number of users (including myself) have been reporting that the "View Image" button in Billing is causing a lot of grief. It's very inconsistent where sometimes an Invoice will come up as an image, but most of the time it takes 5-10 minutes to bring a simple invoice up. I managed to replicate the issue a few times and even got the system to come up with an error message (attached).
