Symptoms

Bulleted lists in Rich Text fields inherit the formatting of the first paragraph of the Rich Text Field in Document Designer output.

For example, if the first paragraph contained underlining, the bulleted list will display underlined in the Document Designer output; however, it appears as expected on the quote.
