CSV Import With Attachment Functionality Not Working (Doc ID 2322815.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When attempting to import records with attachments using the CSV/Add Attachment functionality, everything functions as expected, but the attachments don't show up.
All steps were followed properly, no errors come up, email stating that the import was successful comes through, records are created, but there are no attachments.

EXPECTED BEHAVIOR
-----------------------
The attachment should come through when the records are imported with attachments using the CSV/Add Attachment functionality

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Log into the affected environment.
  2. Navigate to the affected Shell > BP > Record(s)
  3. Click one of the records to select it
  4. File > Import
  5. Browse to the file and import it.
