R12 Upgrade: Sign In Page Keeps Going In A Loop after idle timeout

Information in this document applies to any platform.
Since upgrading to fusion release 12, user's browser will go into infinity loop after session idle timeout.
Steps to reproduce:
1. Login to fusion application, wait for idle timeout
2. Click OK to dismiss idle timeout warning message
User will see infinity loop in browser
Later on, we found out, if an user started SP initiated SSO by accessing fusion application URL, after entering login credential, the same issue can be reproduced
After upgrading to fusion application release 12
