PBCS: Security Permissions are Not Migrating when Restoring a Snapshot. (Doc ID 2322990.1)

Symptoms

When importing a snapshot from production to test pod the security permissions are not imported.

Changes

 The test application was reset first and then the snapshot was loaded. Security is missing from Dimensions and Task Lists. A separate Security export was imported as well with no success.
