ORASE/CDT: Why Are We Unable to Approve Completed Version? (Doc ID 2323770.1)

A user created a CDT run and completed it. However, the user is unable to approve the selected version. The user gets an error indicating that the selected version is not complete and cannot be approve. However, when they attempt to complete the version, they get an error indicating that the version is already marked complete. Why?
