Symptoms

ACTUAL BEHAVIOR
---------------
The HERE distance engine call is only passing the Equipment parameters for the distance lookup but not on the time lookup

EXPECTED BEHAVIOR
-----------------------
It is expected to have the time calls for the Here rate service to use the equipment restrictions as well
