Contracts failing to load with error in Party_contact_IDs

We are trying to load Procurement Contracts through FBDI using "Manage File Import Activities" Contract load method. We are using mapping file: "Contract with no lines (Non-Hierarchical)".


"Multiple party contacts match the name you entered. Enter a unique ID for the party contact. (OKC-195942)"

We then provided the Party Ids of these Contacts in "Party Contact ID" column of the file import template however, the records failed to load again. this time the error is as follow:

"A matching record of type HZ_RELATIONSHIPS cannot be found using the value of the attribute Party Contact ID provided, or the matching record is not active. (MKT-285217) Cause: No record exists with the specified attribute value or a matching record does exist however it is not active. Action: Update the attribute value to reference an existing, active record."

The issue can be reproduced at will with the following steps:
1. Create a new file import activity
2. Import fails

The issue has the following business impact:
Due to this issue, users cannot import contracts
