Error When Importing Contracts Using MktImport/ImportPublicService Webservice (Doc ID 2324710.1)

On : 11.12.1.0.0 version, Webservice

How to import contracts using mktImport/ImportPublicService webservice(submitimportactivity) ?

When trying to import contracts using mktImport/ImportPublicService webservice(submitimportactivity) getting the file from UCM server by providing the ContentId in the request payload, the import finishes with error.

The same file if imported directly from application: Manage file import activities gets imported without error.

Record 1: Rejected - Error on table OKC_IMP_CONTRACT_HEADERS, column START_DATE.
ORA-01821: date format not recognized
