Enable Asset Tracking Flag Not Working

Symptoms

ACTUAL BEHAVIOR
---------------

For a specific item the "Enable Asset Tracking" flag is set to N (Not Tracked) and a sales order has been created for this item and was shipped.
However, the asset still appears in CSE_ASSETS_B table.

EXPECTED BEHAVIOR
-----------------------
To not see item with flag Asset Tracked set to "Not Tracked" on CSE_ASSETS_B table.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Item with Enable Asset Tracking (Service) set to "Not Tracked"
2. Collect Item - Run collection
3. Refresh and Start GOP
4. Create sales order for the created item - ship it
5. Check CSE_ASSETS_B table and notice item appears

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users see wrong data available in base table , which impacts Reporting and Revenue
