Add-on Disabled after Microsoft Office Update Was Applied

On : version, Microsoft Outlook

Users in a site are blocked by the Add-On which is been disabled, they try to re-enable it with no success, also they try to reinstall it but it didn't work.

[Tray Icon]: Internal error: Oracle Sales Cloud for Outlook has encountered an error. Please contact your system administrator.

The issue can be reproduced at will with the following steps:
1. Add-in is disabled. attempt to re-enable it failed
2. Attempt to reinstall failed also.

The issue has the following business impact:
Due to this issue, users cannot Outlook application.
