DBConnection Test From ICS Through Agent Fails With Error "ORA-01882: timezone region not found" (Doc ID 2324903.1)

While testing DB Connection in ICS which is connected through Agent, it fails with error

oracle.ics.webconsole.common.exception.GeneralException: ICS-10977: Unable to test the connection. Error code : oracle.ics.common.exception.NonICSRuntimeException: CLOUD-0005: Unable to establish connection. Please check connection parameters.

Logs shows the below trace:
java.lang.Exception: ORA-00604: error occurred at recursive SQL level 1
ORA-01882: timezone region not found
