Cannot make Primary Partner Field Null Using File Based Import (Doc ID 2325257.1)

On : version, Opportunities
Cannot make Account (Advertiser) and the Primary Partner (Agency) fields null using file based import using #NULL.
Advertiser is the Account and the Agency is actually a primary partners which are populated on opportunity and both of them are Dynamic Choice list so I was associating them using the Party number.But after putting #NULL in the respective fields and in the opportunity Id which was used to associate them with the Opportunity, it doesn't make them blank on UI.

You must provide a value for the attribute {ATTRIBUTE_NAME}.The combination of attributes (SALES_ACCOUNT_ID,CUST_PARTY_ID) is not valid. (MOO-450119)
This row cannot be imported because the parent opportunity record has errors. (MOO-450118)"

The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud
2. Navigator> Setup and Maintenance> Manage File Import Activities
3. Import Opportunity import with #NULL values for Account and Agency and the values are not removed and receive an error message

The issue has the following business impact:
Due to this issue, users cannot delete the values in the Account (Advertiser) and the Primary Partner (Agency)  fields.
