Symptoms

ACTUAL BEHAVIOR
When loading AssignedPayroll.dat HDL file for existing person, the data loads without error, but the FSED (First Standard Earning Date) fails to populate on the PAY_ASSIGNED_PAYROLLS_DN Table, but when creating the same information on the UI, the information populates

EXPECTED BEHAVIOR
When loading the AssignedPayroll.dat HDL, the FSED (First Standard Earning Date) should populate on the PAY_ASSIGNED_PAYROLLS_DN Table

STEPS
The issue can be reproduced at will with the following steps:
1. Load AssignedPayroll.dat HDL file for a Person
2. Observe that the table fails to populate the FSED (First Standard Earning Date) on the PAY_ASSIGNED_PAYROLLS_DN Table
