On ccou.crm: version, Microsoft Outlook

When attempting to obtain package from the server
the following error occurs.

Oracle Sales Cloud for Outlook has encountered an error. Please contact your system administrator.

The issue can be reproduced at will with the following steps:
1. Install outlook addon
2. Configure the login box and attempt to login
3. Error shows up when downloading the outlook package / performing the sync

The issue has the following business impact:
Due to this issue, users cannot download the customization
