Layered Pivot Reporting Not Filtering (Doc ID 2325959.1)

I am creating a nested report. The intention of this report is filter each layer of the report based on the parameters of each design analysis however the second and third layers as denoted by L2 and L3, are not filtering properly.

If drill down from the first layout of this report, it does not filter for the bins that I created in column#1 that were created for ==Expired and Remaining values ==Non-Expired.

The Expired and Non-Expired values are still being returned.

report_L1 (which navigate to L2), with Pivot Table view
report_L2 (which navigate to L3), with Pivot Table view

The 3 reports have similar filters:
column#1 is prompted
AND column#2 is prompted
AND column#3 is prompted
AND column#4 is prompted

Bins for column#1
case WHEN "- Service Request Custom Attributes".PICK_1 = 'Expired' then 'Expired' else 'Non-Expired' end
