Fleet Aware Bulk Plan Does Not Honor Service Provider Constraints, If More Than One Service Provider Assigned On Orders

Symptoms
When having different Service Providers as Constraints set on Orders, when planning the 2 Order Releases together, 2 Shipments are created with the same Service Provider, not respecting the constraints set on Order Release level.
The issue can be reproduced at will with the following steps:
1. Go to Order Management, Order Release
2. Select the Order Releases
3. Go to Actions, Operational planning, Bulk Plan Buy
4. Select the Planning Parameter Set
5. Press Finished
6. Shipments are created with the same Service Provider
