Cannot Add End-Dated or Terminated Participants to Credit Rules Assignment

Terminated participants cannot be added to credit rules.

The issue can be reproduced at will with the following steps:
1. End date a participant via Participant Snapshot > Manage Participant Details
2. Search for participant in Manage Direct Credit Rules >  Credit Receivers and the LOV does not return the participant record.

Due to this issue, users cannot add terminated participants to credit rules to load historical transactions.
