PJC: OTL Requires Employee Owning Departments be Expenditure Organizations but this Allows All Other Applications to also Charge to these Organizations. How can we Control Charges? (Doc ID 2326320.1)

For the OTL and PPM integration to work, employee owning departments must be enabled as a Project's Expenditure organization. However if the department is enabled as an Expenditure organization, they appear in the list of values (LOV) for all expenditure entry methods, POs, invoices, import costs. If the employee's department needs to be an expenditure organization, can they only appear in the LOV for 'Expenditure Organizations' while creating timecards?
