Users Are Not Receiving Password Reset Email Notifications

Symptoms
ACTUAL BEHAVIOR
---------------
When selecting the option to e-mail users upon resetting their passwords, users are not receiving the e-mail. User e-mails have been validated and double-checked and are accurate. User settings are checked and mails are not in Junk mail either.
EXPECTED BEHAVIOR

After selecting the option to e-mail users upon resetting their passwords, users are should be able to receiving the e-mail.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. selecting the option to e-mail users upon resetting their passwords in OAM
2. Change user's password
3. check user's email
