Content and Experience Cloud (CEC) Performance Issues with Conversation Lists and Videos

We have a published, secured Content and Experience Cloud (CEC) site. When we visit pages with conversation lists and videos that content takes a long time to load.
Loading the pages and recording the interaction to capture a HAR (HTTP Archive) showed over 25 seconds to load.
For the video latency, it was noticed that:
- The box/border of the video shows right away, filled with "white space" and then after the variable amount of time (8/18 seconds) the video displays so you can click play.
- It seems that it is expected that the entire video would need to download before presenting a view (with play button).
