Compensation Manager not able to Download The Worksheet for all employees? (Doc ID 2326938.1)

Customer goes into the system and accesses the desired comp plan as the Top Manager and tries to manage in spreadsheet for all employees in the plan.

The system only shows a small portion of the employees in the comp plan. So when trying to manage in spreadsheet, the system only downloads the small portion instead of all the employees.

They have over 1100 employees which they need to do a one time download and update ratings for the employees and then upload the changes.

Due to business requirements, they are not wanting managers to do it for each of their direct reports. They are wanting the top manager to do it all at once. Once the ratings are uploaded, they will then start using Oracle Talent Performance application because for next cycle they will have it implemented.

Top Manager should be able to download all 1100+ employees using the Manage in Spreadsheet to update their Comp Performance Ratings

The issue can be reproduced at will with the following steps:
1. Login as Top Manager
2. Access plan in question
3. Click on Manage in Spreadsheet
4. Spreadsheet does not show all of the employees, Just a subset of employees.
