No Party Id when Creating Users from Security Console

Goal

Customer added new users through security console which works fine. They then wanted to extract party/resource id from system for those users which will be used while loading leads data in sales cloud.
- They are NOT able to find party id for the new users in (PartyExpPV ) file which is exported file form sale cloud.
- But for the old records they are getting the proper ID’s. These old users were created in R11 from Manage Users task.

EXPECTED BEHAVIOR

Customer expects to see party id for new users created from security console. These do not show a party id when exporting Party.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created 2 new users from security console, to test. One with worker and one without worker.
2. Then export Party.
3. New users come back in export file with no party id
