Emails Triggered From Custom Email Templates Are Missing Email Body (Doc ID 2327245.1)

Customer had created email templates on Activity to send users email once a task is created. When the task is created by super users (developer logins) they get proper emails with subject and body. But when task is created by normal users (Sales Admins) they just get the emails with subject and body is blank.

Why is it that same email template is behaving differently for different users?
