Cannot Create Cycle Count - Change in the process

Symptoms

While creating the Cycle Count, the steps have changed and user is unable to proceed. Next step is not available.

Here are steps to reproduce the issue -

1. Navigate to Inventory -> Counts
2. Create cycle count
3. Cannot go to next step and complete the cycle count.
