Why a Field "Id" is Populated With "No Match Row Id"? (Doc ID 2327585.1)

Why does the  "Account Id" field ipopulate with "No match Row Id" notice? I have a workflow that is not working condition as "Account Id" is populated with "No match Row Id" and it is not null.
