Unable to access Manage budgets due to Server Exception

Facing an issue when a Compensation Administrator is trying to access Manage Budgets.
System is giving below error and post this error, none of the navigations are working.

ADF_FACES-60097:For more information, please see the server's error log for an entry beginning with: ADF_FACES-60096:Server Exception during PPR, #5

The issue can be reproduced at will with the following steps:
1) Login as compensation admin
2) Act as Proxy Manager
3) Click on 'Manage Budgets' on the task list
