Date Field in EST Is Downloaded To Excel As UTC

ACTUAL BEHAVIOR

Custom Date field is downloaded to Excel as UTC

When the report is exported to Excel (or csv and opened in excel) the report time changes to be +5 hours off. This is actually affecting all the times in this report (not just the time column but last delay and last completed). It’s throwing off our numbers since it’s flipping the days over to the next day when the milestone is actually for the previous day. All timezone settings in OSC and BI Are in EST, but the exported file shows dates in UTC

EXPECTED BEHAVIOR

Reports should show same date values in exported excel

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a test report with 'Sales - CRM Pipeline subject area.
2. Select date fields in the report such as 'User Last Update Date and Created Date, and save the report
3. Export the report to excel , dates are ahead by 4 hours.
